PAINTED DRESSER STILL TACKY AFTER TWO MONTHS?

It's the Bullseye that caused your problem.....this primer sealed the wood and left a non-cohesive surface. Pratt & Lambert manufacturers specifications calls for a P&L enamel undercoater only. Unfortunately, you did all the right steps....but mixed paint products that were not compatible.
