Is it possible to transfer to another college and get a B.A.in fine art if already having a B.A. in Economics?

I am a senior student who study economics in a university and will graduate soon. I am thinking of getting a BA degree in art design from a private art school like Pratt in NYC. So is it possible for me to transfer there with a BA degree in Economic already or do I have to start over again? What are my options? Thanks a lot!
